Time conversion GMT to Fractional ?

Guys - how do i take the time of an image taken in UT (GMT) and express it as fractional date, e.g. 2016 03 10.92.    I need to check up on a possible Minor Planet observation but Im unsure how to express the date and time in the format they require
If the world was an orange....it'd be too small!

1440 minutes in a day so work out elapsed minutes since last midnight and divide by 1440.

So 3:20 pm today would be 2016 03 11.((15x60)+20)/1440 = 2016 03 11.64

so how would you work out 21:25  on 10 March 2016  which is in the past?  Is there not a calculator on-line or some whizz bang software that does this for you Chris?  ;)

2016 03 10.((21x60)+25)/1440 = 2016 03 10.89

So, with Chris's info I managed to figure out what I caught in shot on Mar 10 whilst doing LRGB on NGC4216 in Virgo. It was in fact a minor planet/Asteroid  called "Hebe" that wandered into shot.
